PUBLIC COMMENTS
The Public is invited to comment on any subject over which the Council has jurisdiction, including agenda items, other than noticed public hearings. All comments should be addressed to the Council and not individual staff members. It will be up to the Council to determine if your comment warrants staff response. Personal attacks will not be tolerated. Comments shall be limited to three minutes per individuals or organization with a limit of 15 minutes for the entire comment period. The City conducts business in the English language only. If you need interpretative services, you will need to provide your own.

CONSENT CALENDAR
(a) Approval of the Minutes of the regular meeting held on March 8, and 22, and April 5, 2010.
(b) Approval the March 2010 Monthly Report of Investments.
(c) Approval of the Warrants $ 216,908.90.
SCHEDULED MATTERS
1. Discussion/Action - presentation by City Engineer Rick Joyner and Robert Mijares, from Quad Knoph regarding the Storm Drainage Master Plan.
2. Discussion/Action –Resolution 10-08 declaring its intention to form an assessment District to finance distributed generation renewable energy sources and energy and water efficiency improvements for property within the City pursuant to Chapter 29 of Part 3 of Division 7 of the California streets and highways code.
PUBLIC HEARING
3. Discussion/Action – Direction regarding the Woodlake Fire District tax sharing agreement with the City of Woodlake.
4. Discussion/Action – Approval of an agreement between the City and the Woodlake Cemetery District regarding the use of the City’s credit card machine.
5. Discussion/Action – Award of bid for the 2010 Woodlake Road Reconstruction Project, Job #W9011 to RJ Berry, Inc. in the amount of $220,531.00.
6. Discussion/Action – Approval of to extend the agreement between the County of Tulare and the City of Woodlake for the Thunderbolt Probation Officer Program through June 30, 2011.
