FREQUENTLY ASKED QUESTIONS

Who do I call to correct the following maintenance problems?

• City sewer main line blockages
• City water main leaks
• Street, alley or walkway obstruction (trees, etc.)
• Street drainage problems (flooding, etc.)
• Street light outages or malfunctions
• Street marking/striping Street repairs (potholes, etc.)
• Street sign repair/replacement
• Traffic sign repair/replacement

For URGENT problems occurring on weekends or after working hours, contact the Police Department 559.564.3346.  The Police Dispatcher will contact the on-call Maintenance personnel to respond to the problem.  Do not use 911 except for police, medical or fire emergencies.

When do I need a City permit?

Building Permit -- Contact the Building Division at 559.564.8055 before starting any work to determine if a building permit is required.

Encroachment Permit -- All work within a city street, alley, walkway, easement or open space requires you to obtain an encroachment permit before beginning work.  Contact the Public Works Department at 559.564.8055 for information about obtaining an encroachment permit.

Who do I talk to about building code questions?

The City building inspector is available by calling 559.564.8055 between the hours of 8:00 am and 4:00 pm Monday through Friday.


I have a problem with or a question about:

A blocked sewer line

The property owner is responsible for sewer line pipes within their building and out to your property line.  For blockages in your private system, contact a local plumber.  For all other blockages call the Maintenance Department at 559.564.2317 (regular work hours 7:00 am to 3:30 pm, Monday through Friday).  At other times, contact the Police Department at 559.564.3346.

City street trees and landscaping maintenance

The property owner is responsible for maintaining all trees and landscaping adjacent to/in front of their property, including the portion between the sidewalk and edge of the street pavement.  This includes keeping the walkway, street and alley clear of overgrown trees and plants.

The Public Works Department is responsible for the maintenance of:

  • median islands within city streets
  • lighting and landscaping districts

Graffiti removal

For removal of graffiti on public property, contact the Public Works Maintenance Division at 559.564.2317.

Removal of abandoned vehicles
